Project Overview

The High Street Reconstruction Project is a multi-phase initiative to modernize infrastructure and enhance the streetscape for a safer, more accessible, and vibrant downtown experience.

Phase 1 is complete, delivering essential infrastructure upgrades along with features that promote traffic calming, active transportation, and improved public access to businesses, landmarks, and the waterfront.

Phase 2 will begin in Spring 2026 and is expected to finish by July 2026. This phase focuses on road reconstruction, stormwater system improvements, and streetscape enhancements such as interlocked brickwork, street furniture, and tree planting between Grosvenor Street and the Flag.

2026 Work (Phase 2)

Phase 2 of the High Street Reconstruction Project focuses on improving infrastructure and enhancing the streetscape between Grosvenor Street and the Flag. This phase includes essential road and stormwater infrastructure upgrades, aesthetic improvements such as interlocked brickwork and street furniture, and tree planting to create a welcoming and functional public space.

This project includes:

  • Road Reconstruction (Huron St. S. to Flag): Full road reconstruction and replacement of the stormwater network with increased capacity.
  • Stormwater Treatment (Huron St. S. to Flag): Installation of a treatment unit at the downstream end to improve water quality prior to discharge.
  • Curb Extensions at Huron Intersection:
    • Interlocked brickwork and street furniture at NW and SW corners (Coordinated with Cenotaph Memorial design)
  • Drop-Off Area at the Flag: Interlocked brickwork installation.
  • Tree Planting: Between Grosvenor Street and the Flag
  • Boulevards: Grass boulevards will remain; disturbed areas will be restored with topsoil and sod.

Some early improvements have already been completed as part of the High Street Reconstruction Project, thanks to pre‑budget approval. In 2025, road surface work including milling, paving, and line painting was completed between Grosvenor St and Huron St.

  • Protecting the Environment

An Oil Grit Separator (OGS) will be installed as part of this project. This underground device protects our local environment by capturing sand, grit, and sediment before they can enter the storm sewer system and flow into the lake.

The OGS ensures the project meets Ontario Ministry of the Environment, Conservation and Parks (MECP) standards for water quality protection. By filtering stormwater, we’re helping keep our lake cleaner and supporting a healthier community for everyone.

What to Expect

  • Construction is expected to begin in mid-April, weather permitting.
  • Work will generally occur Monday to Friday, from 7:00 a.m. to 7:00 p.m.

Traffic, Pedestrian Access & Parking

  • High Street from Huron St. S. to Dominion Point will be closed to through traffic. Access for residents with properties within the work zone will be maintained wherever possible. If access to any property is temporarily disrupted, the Contractor and the Town will work directly with affected residents to provide suitable alternative arrangements.
  • Access for Emergency Services will remain.
  • Emergency detours may be implemented as needed.
  • Pedestrian access will be maintained throughout construction.
  • The public is encouraged to use side street parking and municipal parking lots.

Temporary Water Services and Interruptions

  • No service interruptions are expected for the duration of the project.
  • In the event planned service interruptions are required, residents will be notified in advance.
  • In the event of an unplanned emergency repair, crews will work to restore service promptly.
