The work associated with the downtown core intersections (Phases 1 – Gustavus St and Green St intersections and Phase 2 – Mill St and Elgin St intersections) includes the replacement of old watermain and related components, along with the replacement of the interlocking brick complete with the historic Maple Leaf design.

There may be brief interruptions to the water supply while the watermain is being replaced. These disruptions will typically occur in short windows, and residents will be notified in advance. If your water service is affected, the notice will include the expected timeline and any necessary precautions.

A mill and overlay is a type of road rehabilitation process where the top layer of asphalt (typically 1 to 2 inches) is milled (removed) and replaced with a new layer of asphalt. This is done to restore the road surface, improve ride quality, and extend the life of the pavement without having to fully reconstruct the road. Milling involves using a large machine to grind and remove the existing pavement surface. The material that is milled is typically reclaimed and recycled, making it an eco-friendly option. The surface is then prepared for the overlay by cleaning and repairing any underlying issues.

Mill and overlay projects are more cost-effective and quicker than full reconstruction. They are ideal for roads with surface-level damage but still have a solid underlying base. This method also causes less disruption to traffic and uses recycled materials, making it more environmentally friendly.

Weather can affect the progress of the milling and overlay process. Heavy rain, snow, or extreme temperatures can delay work. The Contractor will monitor weather forecasts closely and plan work around potential weather issues to ensure the best conditions for proper asphalt curing and installation.

Throughout the duration of this project, there will be lane closures, temporary road closures, and detours, which can affect traffic flow. However, the Contractor aims to minimize disruption by working in sections and providing clear signage and detour routes.

Yes, the replacement of the watermain and interlocking bricks, asphalt milling process and the application of the new asphalt can create noise and dust. The Contractor will work during specific hours (7:00am to 7:00pm – Monday through Friday) to limit the impact on residents, and dust control measures (such as spraying water) are often used. The project team will try to complete the noisier phases quickly and efficiently to reduce disturbances.

During this project, on-street parking may be temporarily restricted in the downtown core to ensure safety for all workers, drivers, and pedestrians, and allow for the necessary equipment to operate. Municipal parking lots (618 & 641 Bricker Street) are available for parking, and walking to the downtown core businesses is encouraged. Additional on-street parking areas will be established where possible.

There may be brief disruptions to accessing your home while construction is underway, especially when heavy machinery is operating. However, the Contractor will make efforts to maintain access to homes as much as possible. Residents will receive notice of any closures or delays in access, and temporary driveways or alternative routes may be provided when necessary.

Emergency vehicles will still be able to access homes throughout the duration of the project. The Contractor will maintain access for emergency services in the downtown core while the intersection work is being completed, and any additional road closures will be planned to allow for emergency vehicle movement. Residents should inform the project team of any special access needs or concerns so they can be addressed promptly.
